KARACHI: The federal government has not provided a single penny for 76 approved schemes of the Sindh Irrigation Department for the rehabilitation of river and canal embankments. This was told to MPAs by Irrigation Secretary Rafiq Ali Memon during a briefing held at the Sindh Assembly on Thursday. Speaker Nisar Ahmed Khuhro, Deputy Speaker Shehla Raza, ministers Mohammad Ayaz Soomro, Syed Murad Ali Shah, Zahid Bhurgiri, Sassui Palijo, MPAs Dr Ahmed Ali Shah, who is also the chairman of committee monitoring the rehabilitation of Indus dykes, and others attended the briefing. Memon said that realising that full funds were not forthcoming, they prioritised the schemes, and now they would work on 39 schemes out of 76 approved schemes.
KARACHI – Sindh Assembly on Thursday demanded due share of Sindh province in all federal services, autonomous bodies and corporations under the control of Federal Government in accordance with the Constitution.
Through a resolution adopted unanimously, the assembly demanded rectification of omission in the allocation in the share of jobs of the province.

DADU: The authorities in Johi issued a final warning on Saturday to residents, asking them to leave the city within 24 hours as traders scrambled to save their goods. The district administration had diverted floodwaters towards Johi from two sides and as many as 47 villages have been inundated. The MNV drain has developed breaches at six points, swamping 15 villages, including Yousuf Solangi, Chanjani, Shah Mir Gadhi, Nabi Buksh Lund, Mian Ismail Khoso, Aziz Kangrani and Talib Jamali, while water coming from Kali Mori hit 10 villages of union council Phulji. Seventy per cent of the residents of Johi have left the city and evacuation is continuing.

The Asian Development Bank (ADB) has finally decided to drop multimillion-dollar funding for a mass transit project in Karachi – the Bus Rapid Transit System (BRTS) — thanks to the Sindh government’s lethargic attitude and its failure to adopt a consistent implementation plan.
The News has learnt that the ADB took this step after the provincial government kept changing its position on the project in the last five years.
In a letter addressed to Zafar Hassan Raza, joint secretary, Ministry of Economic Affairs and Statistics, Economic Division Affairs, dated April 9, 2010, Country Director ADB Rune Stroem stated: “The ADB regrets that no funding is available or planned in its country strategy and programmes for this initiative.”

The meeting highlighted that when there is no industrial policy in the country, how one could imagine development of industrial and manufacturing sector. “It is a strange fact our exports hold raw material a major share as compare to the world trade, which is 65 percent of manufactured goods, exporting raw materials means crippling the local industry,” said Talat Mahmood, acting president KCCI. “We need to address the issues on priority basis, it’s a sad fact that Pakistan is still managing the exports at meager $20 billion while regional exports has crossed $100 billion,” he said. The price of energy is highest in the region — even Bangladesh today has energy cost at 50 percent in comparison, hence its competitiveness has increased because of low manufacturing cost.

he Afghan Transit Trade Agreement was supposed to come into effect on January 1. However, imported goods for Afghanistan from Karachi and Port Qasim are still being transported under the old agreement signed in 1965. The Pakistan Customs has not yet received instructions to implement the new agreement. Neither are the Afghan importers providing bank guarantees to Pakistan Customs, nor is electronic surveillance of all containers bound for Afghanistan being carried out, as required under the new agreement.

MULTAN/KARACHI – The religious parties Wednesday were all praise for Mumtaz Hussain Qadri, the assassin of Punjab Governor Salmaan Taseer, and warned the govt that any attempt to repeal or amend the blasphemy law would be resisted.
In Multan, Tehrik Tahaffuz-e-Namoos-e-Risalat (TTNR) offered full legal and moral support to Qadri, saying no stone would be left unturned to get him released.

The president called his widow Aamna on the eve of his soyem. KARACHI: Foreign exchange reserves rose to a record $17.2 billion in the week ended January 1, up from $16.42 billion the previous week, the central bank said on Thursday.
Reserves held by the State Bank of Pakistan (SBP) rose to $13.53 billion from $12.71 billion, while those held by commercial banks fell to $3.67 billion from $3.71 billion, said Syed Wasimuddin, chief spokesman for the central bank.

KARACHI: The State Bank of Pakistan (SBP) has increased credit card and personal loan limits to Rs5 million in an apparent bid to encourage provision of consumer finance. Earlier, the limit for credit cards was Rs2 million.
In this regard, the SBP has amended certain provisions of prudential regulations for consumer financing with immediate effect.

KARACHI: Pakistan’s first fully automated dry bulk cargo terminal Fauji Akbar Portia (FAP) at Port Qasim made a record by discharging 16,500 tons of canola oilseed in a day, bettering the previous record of about 9,500 tons achieved at Karachi Port.
A FAP press release on Thursday said motor vessel Panagiotis D carrying about 55,000 tons of canola docked at the 11.5-metre draft jetty at FAP. This oilseed cargo was the largest in a vessel that docked at any port in the country.

But outside of the busy blogosphere and English print media, there are people getting out and making sure their fellow citizens see that there are Pakistanis willing to stand up for what is right and against what is wrong. They have neither been absent nor silent, just simply drowned out. They know that on the other side of the divide the screams are louder and come wrapped in threats and intimidation, but these concerned citizens have continued with peaceful protests in Islamabad, Karachi and Hyderabad.

Previous year (2010) has been one of the bloodiest years for the abducted Baloch from July 2010 to December 2010 at least 60 Baloch political prisoners have been murdered in cold-blood by Pakistani security forces. The mutilated/decomposed bodies found from different areas in Balochistan bore sign of extreme torture including electric shocks, pulling their nail out, carving their bodies with sharp objects and throwing acids on the faces of Baloch political activists; majority of them were shot in their heads and eyes.

KARACHI: Fourteen-year-old Muhammad Zafar was rescued by police after neighbours reported the boy was being kept shackled in the house where he worked as a domestic labourer. Unsurprisingly, the young boy was not even being paid wages for at least the last 19 months.
“His employers told us he had stolen gold jewellery and we could not see him or take him away till these had been paid for,” Zafar’s mother, Parveen Bibi, was quoted to have said in a report by IRIN, the UN information unit.

Karachi: The city police on Sunday nabbed 24 suspects from different areas of the city. These were arrested for their alleged involvement in gambling, drug peddling and bootlegging. The police recovered around six kilograms of hashish, 20 wine bottles, Rs35, 200 of stake money from their possession.
Tarnol police arrested Akbar Khan and Quresh Bibi for drug peddling, recovering over three and two kilograms of hashish respectively. Nilore police arrested an alleged bootlegger Mushtaq Hussain and recovered 20 wine bottles from his possession.

KARACHI: The Judicial Commission, headed by Chief Justice Iftikhar Mohammad Chaudhry, on Saturday granted an extension of tenure to 24 additional judges of the Lahore High Court (LHC), while the names of ten judges have been dropped, according to Express 24/7 correspondent Faisal Shakeel.

KARACHI: Sindh Home Minister became the proud owner of the first computerised arms licence on Wednesday. “The number of licences would go up from 50 in a month to 30 in a day because of the new computerised system,” Zulfiqar Ali Mirza said.

KARACHI: Industrial areas of Karachi faced eight hours of power outages on Wednesday as the Karachi Electric Supply Company (KESC) rolled back on its supply to the sector, said a company official.
KESC passed the buck on to Sui Southern Gas Company (SSGC) for the increased power cuts. A day earlier, SSGC had announced a reduction in the supply of gas to KESC after two of its gas fields developed technical faults. An SSGC spokesperson confirmed that they are facing a shortfall of 80 million cubic feet per day (mmcfd) of gas.

The exhibitors at the first livestock exhibition in Sindh have received orders worth Rs400 million during the two-day event which concluded at the Karachi Expo Centre on Tuesday. Minister for Livestock Mir Abid Jatoi presented trophies to the owners of the most beautiful animals. An official of the Sindh Board of Investment (SBI) said that according to a survey by the Board, the exhibitors received orders worth Rs400 million for supply of livestock.

KARACHI: In front of the Sindh High Court’s six ionic columns, Justice Mushir Alam, 55, was sworn in as the new and youngest chief justice of the Sindh High Court on Monday.
The ceremony was groundbreaking as it was held for the first time at the SHC premises. All previous oath-taking ceremonies had taken place at Governor House. Another first was that the chief justice’s own son, Hafiz Muhammad Ibrahim Alam, performed the recitation from the Holy Quran.

KARACHI: The Karachi Stock Exchange has witnessed a spectacular rise of as many as 7,200 points in bench mark KSE-100 index to 12,000 points, from its after crash low of 4,782 points in January of 2009.The market this past week saw a flurry of sell orders. The index lost around 500 points or 3.8 per cent in as few as five sessions to close Friday at 11,943 points.
The uneasy relationship with US on the Raymond Davis case and the dissolution of federal cabinet were bothersome, while investors fixed their gaze on the Egyptian revolution and wondered about its impact on the region. KARACHI: The Large Taxpayers Unit (LTU) of Karachi has raised Rs297 billion, surpassing the revenue collection target for the first seven months of the current fiscal year.
The target for July-January 2010-11 was set at Rs269.2 billion. The collection during the seven months saw a growth of 24 percent against Rs239.6 billion collected during the corresponding period last year, provisional figures of the unit made available to The News showed on Tuesday.

KARACHI: Despite higher demand and prices in the local market, spot rates of cotton remained stable on Tuesday, dealers said.
“Since February 4, spot rates of the Karachi Cotton Association (KCA) remained steady, despite sharp rises in the local and international markets, while local demand for the commodity gained and cotton was sold at the peak level of Rs13,000 per maund in the open market,” said Shakeel Ahmad, a cotton analyst.

A day after Pakistani singer Rahat Fateh Ali Khan was detained by the Directorate of Revenue Intelligence (DRI) at the IGI Airport for allegedly carrying undeclared cash in his baggage, the 37-year-old was released, along with two others, on Monday evening after more than 24 hours of questioning.
Khan’s passport has been impounded and he has agreed to appear before the directorate whenever required, a DRI official said.

KARACHI: The Sindh Government has allocated Rs20 million to the newly-established Oil and Gas Department. Provincial Minister for Power Shazia Marri has been appointed adviser to the department.
Sources in the government said that the decision on establishing the department was made following promulgation of the 18th Amendment, under which provinces will have 50 per cent share in all natural resources, including gas fields.

KARACHI: The service period of Sindh High Court’s nine judges ended Friday, leaving only 14 judges behind in the court including defunct Justice Yasmeen Abbasi.
According to the sources, all nine judges were given charge of additional judges for one year whose service period ended today while no decision has been made so far for regularising their services or giving them extension.

KARACHI: In the second electricity tariff hike since January, the Karachi Electric Supply Company (KESC) has increased rates by Rs0.96 per unit.
The increase comes as a result of an appeal filed by KESC with the National Electric Power Regulatory Authority (Nepra) for an upward revision in the electricity tariff for the month of December 2010, in respect of fuel adjustment charges, which was approved.

KARACHI: A teen faces at least two more weeks in custody for alleged blasphemy after prosecutors demanded that police re-investigate the case at a more senior level, officials said Friday.
In a case condemned by rights activists, Sami Ullah was arrested on January 29 after writing an allegedly blasphemous comment in a school exam.

KARACHI: A charge-sheet submitted against a teenage blasphemy suspect is not being accepted by prosecution officials who maintain that the police have not adopted the proper procedure, it emerged on Thursday.

KARACHI: Net profit of DG Khan Cement, the second largest cement-maker, fell 60 per cent to Rs192 million in the first half of fiscal 2010-11 compared with Rs470 million posted in the same period last year.
The decline is primarily due to lower gross margins amid higher input cost and lower selling prices in the local market, said Topline Securities analyst Furqan Punjani.

KARACHI: Capital City Police Officer, Karachi, Fayyaz Leghari has been assigned the additional charge of Sindh Inspector General of Police after the prime minister terminated the contract of Sindh IGP Sultan Salahuddin Babar Khattak on Friday.
Islamabad IGP Wajid Durrani and Fayyaz Leghari are being considered for the post. Meanwhile, Federal Investigation Agency (FIA) additional director-general Javed Bukhari is expected to be the new FIA director-general, officials revealed. Names of the new IGP and FIA director-general will be announced by the federal government today (on Saturday).

KARACHI: Two protesters were injured when police applied baton charge and used teargas to stop low-paid contract employees of provincial education department here on Friday near Karachi Press Club from marching towards Chief Minister House. Al least 12 protestors were arrested.
The protestors belonging to various districts of Sindh had gathered at KPC on the call of All Sindh Education Department Lower Staff Association. They were demanding regularization of their jobs and payment of their outstanding salaries.

KARACHI: The Sindh Education Department’s Lower Staff Association ended its protest after four days on Saturday after assurances from the political leadership that their rights will be given.
Old but not frail, 53-year-old Hajan Khan, who is a member of the association, had to come out on the streets even after 27 years of service to the education department. He has served as a gatekeeper in Dadu Degree College all his life and plans to do the same for the next four years of his working age. “We will thank all those who supported us in the fight,” he said happily as his colleagues dispersed.

Karachi: PML-N Chief Nawaz Sharif says his party’s support for the democratic process in the country must not be construed as intention to back a corrupt government.

KARACHI: A supporter of the Muttahida Qaumi Movement (MQM) was shot dead at Burns Road on Sunday. Ejaz Baig, 23, accompanied by his family, was returning home after attending a wedding when two armed men on a motorcycle opened indiscriminate fire.
The culprits escaped after shooting him four times, police officials said.
A heavy contingent of law enforcers reached the site and took the victim to Civil Hospital, Karachi where he succumbed to his injuries.
Police officials said the culprits used a 9mm pistol. The victim was a resident of Railway Colony and his father, Mukhtiar, is an employee in the Pakistan Railway.

KARACHI: Dr Zulfiqar Mirza, Sindh home minister and PPP provincial vice-president, said on Sunday that if the PPP was hit in Punjab, not even a single office of the PML-N would be allowed to exist in Sindh.
Addressing a rally in Lyari, he said the PPP was ready if PML-N chief Nawaz Sharif wanted an open confrontation. He said the episode of shoe-throwing at former Sindh chief minister Arbab Rahim could be repeated with somebody else. Mirza said he challenged the throne of Lahore with the power of the people of Lyari, adding the throne of Lahore should stop giving ultimatums.

KARACHI: Rangers and Police took control of the Godhra colony after continued collision between two religious parties in the area that had spread fear among the residents.
There were reports of firing in the area on Sunday evening after which Rangers took control of the colony and began search operation.
So far five suspects have been arrested.

Karachi: Eight people were killed and several were injured in a collision between two passenger coaches in Dera Ghazi Khan’s Pir Adil area on Monday, DawnNews reported.
The accident occurred when one coach crashed into a trawler while trying to overtake the other coach. The second coach could not maintain its balance and crashed into the overtaking coach.
The coaches were on their way from Karachi to Peshawar when the accident occurred on the Indus Highway.

KARACHI: The Ambassador of Romania to Pakistan, Emilian Ion, has offered joint venture with the privately run Greenwich University.
Addressing the students here on Monday, the ambassador said that Romania was keen to extend all cooperation to the education sector in Pakistan and added that a joint venture will soon be materialised with Greenwich University by a Romanian university.
He said that the joint venture would not only promote education between the two countries but at the same time will help in understanding the culture of each other.

THE Tower of Refuge will turn purple this weekend as part of a Rotary Club campaign to highlight the eradication of polio.
Purple light will bathe the tower on Saturday night, organised by Douglas Rotary Club as part of a series of fund-raising events on the Island during the coming week.
It is part of Rotary International’s Thanks For Life campaign with the colour purple chosen because medical teams stain children’s little fingers with a purple dye to show they have been immunised.

KARACHI: Moonis Elahi, one of the accused in the National Insurance Corporation Limited (NICL) scam has been granted a three week protective bail by the Sindh Hight Court.
The Banking Court of Lahore had earlier issued a non Bailable arrest warrant for Elahi and had ordered the investigation team to take him into custody and present him in court. Moonis’s lawyer had submitted an appeal of protective bail to the divisional bench of the Sindh High Court. He added that Moonis is currently not in the country, but will return in a few days.

Muttahida Qaumi Movement (MQM) MPA Manzar Imam moved the resolution. Initially, Pakistan Peoples Party (PPP) lawmakers requested he withdraw it because the government is already thinking of tabling a bill. After some argument, the resolution was adopted.

KARACHI: As many as 10 retired officers are still working on key posts, including the directors-general of the Sindh, Punjab and Rawalpindi cells of the National Accountability Bureau (NAB), which is a clear violation of the Supreme Court’s verdict regarding the reemployment of retired government servants, according to data obtained by The Express Tribune.

KARACHI: Net profit of Pakistan Telecommunication Company Limited (PTCL) stood at Rs1.94 billion during October to December 2010 compared with Rs2.78 billion recorded in the same period last year.
