Sindh waiting for funds for dykes repair

KARACHI: The federal government has not provided a single penny for 76 approved schemes of the Sindh Irrigation Department for the rehabilitation of river and canal embankments. This was told to MPAs by Irrigation Secretary Rafiq Ali Memon during a briefing held at the Sindh Assembly on Thursday. Speaker Nisar Ahmed Khuhro, Deputy Speaker Shehla Raza, ministers Mohammad Ayaz Soomro, Syed Murad Ali Shah, Zahid Bhurgiri, Sassui Palijo, MPAs Dr Ahmed Ali Shah, who is also the chairman of committee monitoring the rehabilitation of Indus dykes, and others attended the briefing. Memon said that realising that full funds were not forthcoming, they prioritised the schemes, and now they would work on 39 schemes out of 76 approved schemes.

QUETTA: Two more bullet-riddled dead bodies of leaders of the Baloch Students Organisation-Azad were recovered in a deserted place near Pasni Road in Turbat, around 800 kilometres away from the provincial capital, on Wednesday. According to the Turbat police, local people spotted two bodies in Pidarak area, some 11-kilometres away from Turbat city, and informed the police. The dead bodies were taken to Civil Hospital Turbat where they were identified as Qambar Chakar, deputy organiser of BSO-A Shal zone, and Ilyas Baloch, a student of the University of Balochistan. Hospital sources said that both the victims received three bullet wounds each and the bodies bore marks of torture which indicated that they were tortured then killed. “The bodies are soaked with blood,” they added. The 25-year-old Chakar was whisked away from near his residence in Shahi Tump area of Turbat on November 27 while Ilyas, 24, was picked up near Ormara by unidenfied persons when he was on his way to Gwadar in a passenger coach some 16 days ago. The family members of the both the victims accused security forces and government functionaries of killing them during illegal detention. The family members and BSO-Azad had been persistently demanding that they must be produced before a court of law if they had committed any offence. The victims were residents of Turbat and enrolled in University of Balochistan and Balochistan University of Information Technology, Engineering and Management Sciences. The Baloch nationalist parties, including Baloch National Movement, BSO-Azad called for a shutter-down and wheel-jam strike in Makran division to condemn the killings. It may be mentioned here that the BSO-Azad and relatives of the victims held protest demonstrations and set up hunger strike camps on and off for their safe and immediate recovery.

City loses ADB funding for mass transit project

The Asian Development Bank (ADB) has finally decided to drop multimillion-dollar funding for a mass transit project in Karachi – the Bus Rapid Transit System (BRTS) — thanks to the Sindh government’s lethargic attitude and its failure to adopt a consistent implementation plan.

The News has learnt that the ADB took this step after the provincial government kept changing its position on the project in the last five years.

In a letter addressed to Zafar Hassan Raza, joint secretary, Ministry of Economic Affairs and Statistics, Economic Division Affairs, dated April 9, 2010, Country Director ADB Rune Stroem stated: “The ADB regrets that no funding is available or planned in its country strategy and programmes for this initiative.”

KARACHI – A large number of flood affectees are still living in unhygienic condition with insufficient food and under the open sky in camps in cold weather at the outskirts of city, but government authorities have no care of their miseries.

What happened to ATTA?

he Afghan Transit Trade Agreement was supposed to come into effect on January 1. However, imported goods for Afghanistan from Karachi and Port Qasim are still being transported under the old agreement signed in 1965. The Pakistan Customs has not yet received instructions to implement the new agreement. Neither are the Afghan importers providing bank guarantees to Pakistan Customs, nor is electronic surveillance of all containers bound for Afghanistan being carried out, as required under the new agreement.

Forex reserves jump to record $17.2b

KARACHI: Foreign exchange reserves rose to a record $17.2 billion in the week ended January 1, up from $16.42 billion the previous week, the central bank said on Thursday.

Reserves held by the State Bank of Pakistan (SBP) rose to $13.53 billion from $12.71 billion, while those held by commercial banks fell to $3.67 billion from $3.71 billion, said Syed Wasimuddin, chief spokesman for the central bank.

Consumer finance: State Bank enhances loan limit to Rs5 million

Canola oilseeds: Port Qasim terminal handles record cargo

KARACHI: Pakistan’s first fully automated dry bulk cargo terminal Fauji Akbar Portia (FAP) at Port Qasim made a record by discharging 16,500 tons of canola oilseed in a day, bettering the previous record of about 9,500 tons achieved at Karachi Port.

A FAP press release on Thursday said motor vessel Panagiotis D carrying about 55,000 tons of canola docked at the 11.5-metre draft jetty at FAP. This oilseed cargo was the largest in a vessel that docked at any port in the country.

2010 : Bloody year for Baloch Political prisoners

Previous year (2010) has been one of the bloodiest years for the abducted Baloch from July 2010 to December 2010 at least 60 Baloch political prisoners have been murdered in cold-blood by Pakistani security forces. The government of Pakistan has avoided a possible collapse as the ruling coalition’s second-largest party has dropped its plan to leave.

KARACHI: Fourteen-year-old Muhammad Zafar was rescued by police after neighbours reported the boy was being kept shackled in the house where he worked as a domestic labourer. Unsurprisingly, the young boy was not even being paid wages for at least the last 19 months.

Busts galore: 24 suspects arrested in street crimes

Karachi: The city police on Sunday nabbed 24 suspects from different areas of the city. These were arrested for their alleged involvement in gambling, drug peddling and bootlegging. The police recovered around six kilograms of hashish, 20 wine bottles, Rs35, 200 of stake money from their possession.

Tarnol police arrested Akbar Khan and Quresh Bibi for drug peddling, recovering over three and two kilograms of hashish respectively. Nilore police arrested an alleged bootlegger Mushtaq Hussain and recovered 20 wine bottles from his possession.

Inadequate supply: KESC needs 110 mmcfd of gas

‘Now more than 30 licences can be issued every day’

KARACHI: Sindh Home Minister became the proud owner of the first computerised arms licence on Wednesday. “The number of licences would go up from 50 in a month to 30 in a day because of the new computerised system,” Zulfiqar Ali Mirza said.

Industries face eight hours of power outages

KARACHI: Industrial areas of Karachi faced eight hours of power outages on Wednesday as the Karachi Electric Supply Company (KESC) rolled back on its supply to the sector, said a company official.

KESC passed the buck on to Sui Southern Gas Company (SSGC) for the increased power cuts. A day earlier, SSGC had announced a reduction in the supply of gas to KESC after two of its gas fields developed technical faults. An SSGC spokesperson confirmed that they are facing a shortfall of 80 million cubic feet per day (mmcfd) of gas.

LTU Karachi surpasses revenue collection target

KARACHI: The Large Taxpayers Unit (LTU) of Karachi has raised Rs297 billion, surpassing the revenue collection target for the first seven months of the current fiscal year.

The target for July-January 2010-11 was set at Rs269.2 billion. The collection during the seven months saw a growth of 24 percent against Rs239.6 billion collected during the corresponding period last year, provisional figures of the unit made available to The News showed on Tuesday.

Rahat set free, passport seized

A day after Pakistani singer Rahat Fateh Ali Khan was detained by the Directorate of Revenue Intelligence (DRI) at the IGI Airport for allegedly carrying undeclared cash in his baggage, the 37-year-old was released, along with two others, on Monday evening after more than 24 hours of questioning.

Khan’s passport has been impounded and he has agreed to appear before the directorate whenever required, a DRI official said.

Oil and gas: Rs20m allocated to new department

KARACHI: The Sindh Government has allocated Rs20 million to the newly-established Oil and Gas Department. Provincial Minister for Power Shazia Marri has been appointed adviser to the department.

Sources in the government said that the decision on establishing the department was made following promulgation of the 18th Amendment, under which provinces will have 50 per cent share in all natural resources, including gas fields.

DG Khan Cement profit falls 60%

KARACHI: Net profit of DG Khan Cement, the second largest cement-maker, fell 60 per cent to Rs192 million in the first half of fiscal 2010-11 compared with Rs470 million posted in the same period last year.

The decline is primarily due to lower gross margins amid higher input cost and lower selling prices in the local market, said Topline Securities analyst Furqan Punjani.

KARACHI: A supporter of the Muttahida Qaumi Movement (MQM) was shot dead at Burns Road on Sunday. Ejaz Baig, 23, accompanied by his family, was returning home after attending a wedding when two armed men on a motorcycle opened indiscriminate fire.

The culprits escaped after shooting him four times, police officials said.
A heavy contingent of law enforcers reached the site and took the victim to Civil Hospital, Karachi where he succumbed to his injuries.
Police officials said the culprits used a 9mm pistol. The victim was a resident of Railway Colony and his father, Mukhtiar, is an employee in the Pakistan Railway.

Karachi: Eight people were killed and several were injured in a collision between two passenger coaches in Dera Ghazi Khan’s Pir Adil area on Monday, DawnNews reported.

The accident occurred when one coach crashed into a trawler while trying to overtake the other coach. The second coach could not maintain its balance and crashed into the overtaking coach.

The coaches were on their way from Karachi to Peshawar when the accident occurred on the Indus Highway.

KARACHI: Moonis Elahi, one of the accused in the National Insurance Corporation Limited (NICL) scam has been granted a three week protective bail by the Sindh Hight Court.

The Banking Court of Lahore had earlier issued a non Bailable arrest warrant for Elahi and had ordered the investigation team to take him into custody and present him in court. Moonis’s lawyer had submitted an appeal of protective bail to the divisional bench of the Sindh High Court. He added that Moonis is currently not in the country, but will return in a few days.
